Victor Francen, born Victor Franssens on 5 August 1888 in Tienen, Belgium, was an actor whose career spanned European theater and cinema, Hollywood film, and the Broadway stage. The son of a chief of police, he worked in trade in Belgium before relocating to Paris, where he studied dramatic art under Paul Mounet. Russian sources indicate he also attended opera classes in Odessa prior to 1914.

Francen's stage work in the 1920s encompassed productions of plays by Henri Bernstein, Georges Bataille, and Edmond Rostand, with performances that took him across the world. After three appearances in silent films, he transitioned to sound cinema with a prominent role as the Prophet in Abel Gance's La Fin du monde in 1931, a credit that established him as a leading man in French film.

In 1940, Charles Boyer introduced Francen to Hollywood. His American film debut came the following year in Hold Back the Dawn. Throughout the 1940s he appeared frequently in Hollywood productions, taking on the role of a ship's captain in Passage to Marseille and an international intriguer in The Mask of Dimitrios, both released in 1944, as well as a French adventurer in San Antonio in 1945. He made a single final American film appearance in 1954.

Alongside his screen work, Francen maintained a presence on the Broadway stage between 1942 and 1953, appearing in The Walking Gentleman and The Strong Are Lonely. In his personal life, he was married three times, with his final marriage to the actress Mary Marquet. Francen died on 18 November 1977 in Saint-Cannat, Bouches-du-Rhône, France.
