Rachel Miner is an American actress born on July 29, 1980, in New York, New York. The daughter of director and producer Peter Miner, she is also the granddaughter of director-producer Worthington Miner and actress Frances Fuller. Miner attended the Professional Children's School in New York City, and her performing career began in childhood, with her screen debut coming in Alice in 1990.

Miner's early television work included the role of Vickie in Shining Time Station: 'Tis a Gift in 1990 and a recurring part as Michelle Bauer on the soap opera Guiding Light, a role she held from 1990 to 1995. She also appeared as a guest star in the Sex and the City episode "Twenty-something Girls vs. Thirty-something Women" and played Astrid in the series NY-LON. In 1997, Miner appeared on Broadway in the drama The Diary of Anne Frank.

Her film career gained significant attention with the 2001 release of Bully, a film based on the murder of Bobby Kent. Her performance earned her the Best Actress award at the Stockholm Film Festival. Subsequent film credits include Haven in 2004, The Black Dahlia and Penny Dreadful in 2006, The Butterfly Effect 3: Revelations in 2009, and In Their Skin in 2012. The Butterfly Effect 3: Revelations was filmed in Michigan and debuted at After Dark Horrorfest III in January 2009 before its DVD release on March 31 of that year. In 2010, Miner appeared alongside James Franco in the Grasshopper segment of Love & Distrust, and the following year she was cast as Sgt. Hannah in the horror film 51, which filmed in Louisiana and was released as part of the After Dark Originals series.

On television, Miner played Dani, a character whose name references figures from several Red Hot Chili Peppers songs, across 12 episodes of Californication beginning in 2007. She portrayed Dawn Trager on Sons of Anarchy from 2011 to 2012. Beginning in 2009, she took on the recurring role of Meg, a demon and antagonist, on Supernatural, a part she continued through 2013. The show's writers had originally sought to have Nicki Aycox reprise the role but cast Miner for storyline reasons. In 2020, during the series' fifteenth season, Miner returned to Supernatural as a cosmic entity known as the Empty, which assumes Meg's physical appearance, and reprised the role again later in the same season.

In 2010, Miner was diagnosed with multiple sclerosis and has since become an advocate for the representation of disabled characters. Since September 2017, she has served as executive director of the non-profit organization Random Acts. In 1998, Miner married actor Macaulay Culkin; the couple separated in 2000 and finalized their divorce in 2002.
