Born February 29, 1944, in Devils Lake, North Dakota, Phyllis Annetta Frelich was the daughter of Esther and Phillip Frelich. While attending Gallaudet College, she caught the attention of David Hays, one of the founders of the National Theater of the Deaf, who invited her to join the company after seeing her perform. She married Robert Steinberg, and they had two children. Film credits include "Judgement," "Santa Fe," and "Children on Their Birthdays."
