Philip George Proctor, born on July 28, 1940, in Goshen, Indiana, is an American actor best known as a member of the comedy group Firesign Theatre. After his family relocated to New York City four years after his birth, Proctor began working as a child actor in television. He later pursued formal training and earned a drama degree from Yale University.

Proctor's stage career brought him to Broadway between 1959 and 1966, where his credits included The Sound of Music and A Time for Singing. His 1964 performance in The Amorous Flea earned him a Theatre World Award. His great-uncle was the Mennonite writer Joseph Yoder.

Beyond the stage, Proctor built an extensive career in voice acting across film, television, and video games. His animated film credits include the Pizza Planet Announcer in Toy Story, Mr. Konishi in Toy Story 2, the English Captain in Tarzan, Blinko in Treasure Planet, Guard #1 in The Incredibles, and Drunk Monkey in the Dr. Dolittle remake series. He served as the voice of Howard DeVille in the Nickelodeon series Rugrats and its sequel All Grown Up!, and contributed voice work to Power Rangers Time Force. He also performed two voices in the GameCube title Eternal Darkness: Sanity's Requiem, voiced The Professor and White Monkey in the Ape Escape series, and portrayed Russell Barnaby in Dead Rising. In the Assassin's Creed series he voiced Dr. Warren Vidic, and on Adventures in Odyssey he played both Leonard Meltsner and Detective Don Polehaus. Additional game credits include Battlezone and both entries in the Marvel: Ultimate Alliance series, where he voiced Edwin Jarvis and Baron Mordo in the first game and the Tinkerer in the sequel. He has also provided uncredited ADR overdubs for numerous films and contributed background voices to various Disney features.

On television, Proctor appeared in episodes of Daniel Boone, All in the Family, and Night Court, and served as the announcer on Big Brother during seasons three through six.

In 2007, Proctor participated in a live audio production of the Angie Award-winning screenplay Albatross at the International Mystery Writers Festival, portraying seven characters requiring four distinct accents, among them KGB agent Stefan Linnik, East German Communist Party apparatchik Kurt Mueller, a West Berlin gasthaus owner, an armed forces radio announcer, the Senate minority whip, a Secret Service guard, and East German Cultural Attaché and Stasi member Gerhard Derstman. In more recent years he has performed on the radio program American Parlor Songbook in sketches titled Boomers on a Bench.

Stage versions of several Firesign Theatre works, including Don't Crush That Dwarf, Hand Me the Pliers; The Further Adventures of Nick Danger, Third Eye; Waiting for the Electrician or Someone Like Him; and Temporarily Humboldt County, are published by Broadway Play Publishing Inc. In 2017, Proctor published an autobiography, Where's My Fortune Cookie?, co-authored with Brad Schreiber.

Proctor was previously married to actress Sheilah Wells and to Norwegian television producer Barbro Semmingsen, with whom he has a daughter, Kristin, also an actress. He was married to Melinda Peterson from 1992 until her death in 2023.
