Moore's early life was shaped by the death of her father during World War I. Her mother remarried in 1925, and Moore adopted her stepfather's surname. Her education took place at Darlington Seminary in West Chester, Pennsylvania, and William Penn High School in Harrisburg. Her first professional acting experience came through the Edna Preston stock theater company.
Her stage career ran from 1921 to 1932 and included both dramatic and musical productions. Among her Broadway credits were The Easiest Way in 1921, Man and the Masses in 1924, The Fountain in 1925, The Prisoner in 1927, the musical Kiki, Murder at the Vanities in 1933, Dance With Your Gods in 1934, and the musical Hot-Cha!. She also worked as a model during this period.
Moore relocated to Hollywood in the early 1930s, making her film debut in Frankenstein in 1931. She went on to complete 24 films under contract with 20th Century Fox from the late 1930s through the early 1940s. Her Fox work included a supporting role alongside Shirley Temple in Heidi in 1937 and a role opposite Henry Fonda in Young Mr. Lincoln in 1939. She also appeared in three Charlie Chan films, sharing the screen with Cesar Romero, Allan Lane, and Kane Richmond.
Moore subsequently worked for Republic Pictures, where she starred in four Roy Rogers westerns and appeared in the 1940 serial King of the Texas Rangers, which featured football player Sammy Baugh. Her screen career, spanning from her first uncredited role in 1931 to her final appearance in 1958, totaled 30 films. She made several television appearances in the 1950s, including a role in the 1957 production Spoilers of the Forest alongside Rod Cameron and Vera Ralston, before retiring from acting by her own choice.
In her personal life, Moore married cartoonist Jefferson Machamer in 1934. The marriage lasted until Machamer's death in 1960, and the couple had three children together. She married Reverend Dodd Watkins in 1962; he died in 1972.
