Noel Francis, born Noel Frances Sweeney on August 31, 1906, in Temple, Texas, was an American actress who worked in both stage and screen during the 1920s and 1930s. She grew up in Dallas and pursued higher education at Southern Methodist University before relocating to New York City, where she enrolled at Columbia University. Francis died in Los Angeles on October 30, 1959, at the age of 53.

Her Broadway career began in the mid-1920s when, at age 19, she was cast as a Ziegfeld girl in the Ziegfeld Follies of 1925. That engagement launched a sustained working relationship with producer Florenz Ziegfeld, for whom she appeared in three additional productions in featured roles. Among these was the revue No Foolin' and the musical Rio Rita, in which she took on a major role alongside the comedy duo Wheeler and Woolsey. She also appeared in the musical Show Girl, which featured Jimmy Durante, Eddie Foy, Jr., and Ruby Keeler in its cast.

It was during her run in Show Girl that talent scouts from Fox Film took notice of her song and dance abilities and signed her to a contract. Her film debut came in Fox's large-scale musical New Movietone Follies of 1930, which earned her favorable notice from the New York Times despite the film's poor box office performance. Fox subsequently dropped her contract, after which she moved to Warner Bros., where she found her greatest film success portraying tough, no-nonsense characters. At Warner Bros. she appeared in two films alongside James Cagney in 1931, Smart Money and Blonde Crazy, and took on a supporting role in I Am a Fugitive from a Chain Gang in 1932, starring Paul Muni, a film for which both the production and Muni received Academy Award nominations. In early 1935 she had one of her few starring roles in Stone of Silver Creek, opposite Buck Jones, with whom she developed a personal friendship and later made two additional westerns in 1937.

As the quality and size of her film roles diminished through the mid-1930s, Francis returned to New York in an attempt to revive her stage career. She starred in Satellite, which closed after a single performance in November 1935, completing her Broadway credits, which spanned from 1925 to 1935. Following that unsuccessful return to the stage, she went back to Hollywood to make several B films before retiring from acting in 1937.
