Louise Carter, born Betty-Lee Carter on March 17, 1875, in Denison, Iowa, was an American actress and playwright whose career spanned stage and film across several decades. Her parents, Lawrence "Louis" J. Carter and Philomine Richards Carter, were French-Canadian, and she was one of six children in the family. She graduated from Denison High School before pursuing a career in performance.

By 1902, Carter had accumulated acting experience in Boston, New London, and New York City. She rose to become the leading lady of the Gotham Stock Company in New York City in 1911, a company that performed in Orpheum Company vaudeville houses owned by Percy G. Williams. The arrangement required cast members to perform the same play in one theater and then travel to a second theater in the chain for an additional performance on the same evening. Her Broadway career extended from 1908 to 1930 and included appearances in the play Bedfellows, the musical Merry-Go-Round, The Clouds, the play So Am I, and the play Dora Mobridge, among other productions.

Carter also worked as a playwright. She wrote the one-act play The Soldiers, which was presented in Toronto by a stock touring company led by Miss Percy Haswell, and went on to write at least six additional plays. In 1931, Thomas Nelson and Sons published Bible Jingle Rymes, her adaptation of Bible stories into children's verse. In 1928, she and her daughter Betty-Lee appeared together onstage in Skidding at the Bayes Theatre in New York City.

Her film career began in 1924 and continued through 1940, encompassing 48 films in which she frequently played maternal supporting roles. Among her notable screen appearances, she portrayed the mother of Paul Muni in I Am a Fugitive from a Chain Gang (1932), the wife of Lionel Barrymore in Broken Lullaby (1932), and the wife of W. C. Fields in You're Telling Me! (1934).

Carter married Frederick Seymour at the age of 21, and the couple had two daughters before separating. Their second daughter was also named Betty-Lee Carter and became an actress. During this period Carter was living in Silver City, New Mexico, where her family had relocated. By 1915 she had apparently divorced Seymour and had married Cobrun Broun, and the two were living in Toronto. Louise Carter died on November 10, 1957.
