Katie Quinn Lowes, born September 22, 1982, is an American actress and theater director who grew up in Port Washington, New York, where she graduated from Paul D. Schreiber Senior High School in 2000. She later earned a BFA in acting from New York University's Tisch School of the Arts. Her father is Irish Catholic and her mother is Jewish.

Lowes began her screen career in 2004 with a role in the FX series Rescue Me and subsequently appeared opposite Marcia Gay Harden in the Showtime pilot Hate. She accumulated guest credits across numerous television series, among them The Sopranos, Without a Trace, NCIS, Ghost Whisperer, Castle, Leverage, and The Closer. In 2008, she co-starred with Laurie Metcalf in the CW comedy-drama Easy Money. Her film work during this period included The Job (2009), Bear (2010), and Café (2011). Prior to her breakthrough role, she also had guest appearances on Shonda Rhimes' Grey's Anatomy and Private Practice.

Lowes is widely recognized for her portrayal of Quinn Perkins, formerly Lindsay Dwyer, in the ABC political drama Scandal, which ran from 2012 to 2018 and was created by Shonda Rhimes. She returned to work with Rhimes in 2022, playing Rachel DeLoache Williams in the Netflix miniseries Inventing Anna. That same year, she starred opposite Pete Holmes in the CBS sitcom How We Roll, which premiered on March 31, 2022, and was canceled after one season of eleven episodes.

Originally from Queens, New York, Lowes made her Broadway debut in July 2018 in Waitress, joined in the production by her husband, actor Adam Shapiro. The two remained in the show through October 7, 2018. Together, Lowes and Shapiro are co-founders and directors of the Los Angeles-based IAMA Theater Company, and Lowes has been an active supporter of Southern California's black box theater community. She also appeared in the stage play Four Saints in Mexico earlier in her career.

Lowes and Shapiro, who played her character's boyfriend in an episode of Scandal, live in Los Angeles. Their son, Albee Shapiro, was born on October 5, 2017, and their daughter, Vera Shapiro, was born on November 22, 2020.
