James Otis Barrows (March 29, 1855 – December 7, 1925) was an American actor whose career spanned stage and film across the Victorian, Edwardian, and Georgian eras. He appeared on Broadway from 1905 to 1931, with credits including The Lady with a Lamp and Mademoiselle Marni.

Barrows began his theatrical career with an entry-level engagement at the California Theatre in San Francisco, where he worked as a supernumerary. He subsequently joined a touring stock company operating throughout the Northwest before returning to San Francisco, where he performed in stock productions at both the Baldwin Theatre and the Grand Opera House. He later relocated to Boston, joining the Castle Square Theatre's stock company.

Following his years in regional stock theater, Barrows entered vaudeville in partnership with John Lancaster, performing dramatic sketches. He remained in vaudeville for approximately six years before transitioning back to the legitimate stage, eventually establishing a Broadway presence beginning in 1905.

In 1919, Barrows extended his career into silent feature films, taking on elderly character roles in a manner consistent with several theater colleagues of his generation, among them Melbourne MacDowell, Ida Waterman, Joseph J. Dowling, Frank Currier, and Theodore Roberts. His final film was The Sea Beast, a 1926 John Barrymore production that Barrows completed shortly before his death. The film is among several of his silent pictures that survive today.
