William Graham Moffat was born on 21 February 1866 in Glasgow, Scotland, the third of eight children born to William Moffat and Helen Dobson. Growing up in Glasgow, he was exposed from an early age to the city's theatres and sixpenny galleries, where he encountered many of the prominent comedians and entertainers of the era. He went on to become a Scottish actor, director, playwright, and book writer whose work brought him to Broadway, and he also maintained a lifelong interest in spiritualism.

In 1897, Moffat married stage actress and costume designer Margaret Liddell Linck, known as Maggie Moffat, who lived from 1873 to 1943. Both husband and wife were committed suffragists. Following Maggie's arrest at a protest in London and her subsequent imprisonment for refusing to pay the resulting fine, Moffat founded the Men's League for Women's Suffrage in Glasgow in 1907. He also wrote a suffrage propaganda play titled The Maid and the Magistrate.

Moffat's most celebrated work was the comedy Bunty Pulls the Strings, which ran for 617 performances at London's Haymarket Theatre in 1911. The play transferred to Broadway later that same year, where the New York Times placed Moffat alongside J. M. Barrie as a dramatist. Scottish actress Molly Pearson played the title role of Bunty in New York, while comic actor James Finlayson portrayed Bunty's father in both the London and New York productions. Moffat subsequently toured the play in New Zealand in 1914, and a film adaptation was produced in 1921, though that version is now considered lost.

Among his other Broadway credits were the play Don't Tell, A Scrape o' the Pen, and Hello, Dolly!, and he contributed to Broadway both as a performer and as a book writer, with his Broadway appearance documented in 1920. He also directed at least one film, Till the Bells Ring, a 46-minute experimental sound film drawn from a comedy he had staged in 1908. That film starred Moffat alongside his wife and daughter.

Beyond his theatrical work, Moffat published at least three books. The Pawky Scot, released in 1928 with illustrations by Arthur Moreland, collected Scottish humour. Towards Eternal Day: the Psychic Memoirs of a Playwright appeared in 1950 and detailed his belief that his deceased father and brother had assisted him from beyond death in writing his plays; the book also addressed the supposed posthumous return of Sarah Bernhardt. A third volume, Join Me in Remembering, was left incomplete at his death and was finished by his daughter before its posthumous publication in 1955. Additionally, another of his works, Susie Tangles the Strings, was staged by the Edinburgh Gateway Company as their New Year production in 1956, five years after his death.

By 1950, Moffat was residing in Cape Town, South Africa, where he died on 12 December 1951 at the age of 85.
