Carmen Gertrude Short was born on April 6, 1902, in Cincinnati, Ohio, to Lewis and Stella Short, both of whom worked as actors. She was the sister of Antrim Short and Florence Aadland, and actress Blanche Sweet was her cousin. Short died on July 31, 1968, in Hollywood, California, following a brief illness and is buried at Hollywood Forever Cemetery.

Short's performing career began at an exceptionally young age. She made her stage debut at the age of five in The Story of the Golden Fleece, performed in San Francisco. Her screen debut came in a silent film adaptation of Uncle Tom's Cabin, in which she played the role of Little Eva. Over the course of her career, which spanned stage, film, and vaudeville from 1913 to 1945, she accumulated credits in more than 130 films made between 1912 and 1945. The studios she worked with included Edison, Metro, Paramount, Robertson-Cole, and Universal.

Short's Broadway career included the 1936 production Arrest That Woman. During World War II she stepped away from performing entirely and took a position with Lockheed Corporation, from which she retired in 1967. She had been married to film director Scott Pembroke.
