Georgia Bright Engel was born on July 28, 1948, in Washington, D.C., to Ruth Caroline Engel and Benjamin Franklin Engel, a vice admiral in the United States Coast Guard. She attended school in Kodiak, Alaska, and later Walter Johnson High School in North Bethesda, Maryland. Engel trained at the Academy of the Washington Ballet and subsequently earned a theater degree from the University of Hawaii at Manoa.

Following her studies, Engel performed in musical productions with Washington's American Light Opera Company before relocating to New York City in 1969. Her early New York work included an off-Broadway appearance in Lend an Ear, and she made her Broadway debut that same year, joining the cast of Hello, Dolly! in December 1969 as Minnie Fay, a role she performed for approximately one year. A 1971 off-Broadway production of The House of Blue Leaves subsequently traveled to Los Angeles, where Mary Tyler Moore and her husband, producer Grant Tinker, saw Engel perform.

That encounter led to her casting as Georgette Franklin Baxter on The Mary Tyler Moore Show, a role she held from 1972 through the sitcom's conclusion in 1977 and for which she received two Emmy nominations. Following that series, she joined former co-star Betty White on The Betty White Show during its sole 1977–78 season. Engel went on to appear in two short-lived 1980s sitcoms, Goodtime Girls, in which she played Loretta Smoot, and Jennifer Slept Here, featuring Ann Jillian. She also held a recurring role on Coach as Shirley Burleigh and received three consecutive Emmy nominations for outstanding guest actress in a comedy series in 2003, 2004, and 2005 for her portrayal of Pat MacDougall on Everybody Loves Raymond. From 2012 to 2015, she played Mamie Sue on Hot in Cleveland, reuniting with Betty White more than three decades after The Mary Tyler Moore Show. In total, Engel received five Primetime Emmy Award nominations across her television career.

Her film work began with Miloš Forman's first English-language feature, Taking Off, in 1971, in which she played Margot. The performance earned her a BAFTA nomination for best supporting actress. Additional film credits include The Outside Man (1973), A Love Affair: The Eleanor and Lou Gehrig Story (1978), The Day the Women Got Even (1980), Papa Was a Preacher (1987), Signs of Life (1989), The Sweetest Thing (2002), and the animated features Dr. Dolittle 2 (2001), Open Season (2006), Open Season 2 (2008), and Open Season 3 (2010). She also voiced Love-a-Lot Bear in The Care Bears Movie (1985).

Engel's Broadway career spanned 1964 to 2007 and included appearances in The Boys from Syracuse, My One and Only, Hello, Dolly!, and The Drowsy Chaperone. She originated the role of Mrs. Tottendale in The Drowsy Chaperone, opening on Broadway in 2006 alongside Sutton Foster and Edward Hibbert, and remained with the production through April 1, 2007. She subsequently performed the role on the North American tour, with engagements in Toronto in September 2007, at the Orpheum Theater in San Francisco in August 2008, and at the Denver Performing Arts Complex in October 2008.

Beyond Broadway, Engel maintained an active regional and off-Broadway career. She appeared in productions at The Muny Theater in Forest Park, St. Louis, during the summers of 2004, 2005, 2007, 2009, and 2010, taking on roles including Agnes Gooch in Mame, Aunt Eller in Oklahoma!, Mrs. Paroo in The Music Man, and Parthy in Show Boat. In June 2010, she reprised Mrs. Tottendale at the Ogunquit Playhouse in Maine, and later that year appeared in the Vineyard Theatre's off-Broadway production of Middletown by Will Eno. In 2015, she appeared in John, an Annie Baker play directed by Sam Gold at the Signature Theatre, alongside Lois Smith. The production ran from July 22 to September 6, 2015, and earned Engel a 2016 Obie Award for Distinguished Performance by an Actress as well as a nomination for the 2016 Lucille Lortel Award for Outstanding Lead Actress in a Play. She also starred in the musical Gotta Dance, which premiered at the Bank of America Theatre in Chicago on December 13, 2015, featuring Stefanie Powers, Lillias White, and André De Shields, directed and choreographed by Jerry Mitchell with a book by Chad Beguelin and Bob Martin and a score by Matthew Sklar and Nell Benjamin. The production was later retitled Half Time and played a limited engagement at the Paper Mill Playhouse in Millburn, New Jersey, opening May 31, 2018.

Engel was an adherent of Christian Science. She died on April 12, 2019, in Princeton, New Jersey, at the age of 70. Her friend John Quilty reported to The New York Times that the cause of death was unknown, as Engel did not consult doctors due to her religious beliefs. She was buried at Cape Charles Cemetery in Cape Charles, Virginia.
