Francis Curry McHugh was born on May 23, 1898, in Homestead, Pennsylvania, into a family with deep roots in the theater. His parents, Edward A. "Cutie" McHugh and Katherine Curry "Katie" McHugh, operated the McHugh stock theater company in Braddock, Pennsylvania, and McHugh performed on stage from early childhood. By the time he was ten, his brother Matt and sister Kitty had joined him in a family act, though the family stepped away from the stage around 1930. Another brother, Ed, pursued a career as a stage manager and agent in New York.

At seventeen, McHugh left the family company and took a position as leading man and stage manager at the Empire Theater in Pittsburgh. He spent nine years working in stock companies and road troupes before making his Broadway debut in 1925 in The Fall Guy, written by George Abbott and James Gleason. His Broadway career extended through 1962 and encompassed productions including the plays Conflict, Excess Baggage, and Tenth Avenue, the 1929 musical Show Girl, and the musical A Funny Thing Happened on the Way to the Forum.

Also in 1929, McHugh made his first film appearance, a Paramount short titled If Men Played Cards as Women Do. First National Pictures signed him as a contract player in January 1930, launching a screen career that would span several decades. His final feature film role came in the 1967 Elvis Presley film Easy Come, Easy Go, in which he played a comical sea captain.

McHugh worked extensively in radio as well. He played Fairchild Finnegan in the program Phone Again, Finnegan from 1946 to 1947, and starred in Hotel for Pets from 1954 to 1956. On television, he appeared as Willie Walters, a live-in handyman, in all 27 episodes of the ABC sitcom The Bing Crosby Show, which ran from 1964 to 1965 and also starred Beverly Garland. His final television appearance was as handyman Charlie Wingate in an episode of the CBS Western series Lancer.

During World War II, McHugh participated in the Hollywood Victory Caravan in 1942, a group of 21 performers who traveled by train to cities across the country over three weeks to raise funds for the Army and Navy Relief Society. He subsequently joined a USO tour of England, appearing in the American Variety Show alongside Al Jolson, Merle Oberon, Patricia Morison, and Allen Jenkins. In November and December of 1944, McHugh organized and led his own USO production, "McHugh's Revue," which toured France, Holland, Belgium, and Germany. The troupe included actresses Mary Brian, June Clyde, Charlotte Greer, and Nina Nova, along with pianist Eddie Eisman, and performed at the front lines. For this service, McHugh received a citation for exceptionally meritorious service from the U.S. Army, signed by Major General Raymond S. McLain. Documentation of the tour is held in the McHugh Papers at the New York Public Library.

In Hollywood, McHugh was part of a social circle known as the "Irish Mafia," which included James Cagney, Pat O'Brien, and Spencer Tracy, as well as Allen Jenkins, Ralph Bellamy, Frank Morgan, and Lynne Overman. He married Dorothy Spencer in 1933, and the marriage lasted until his death. The couple had three children. McHugh died on September 11, 1981, at Greenwich Hospital in Greenwich, Connecticut, at the age of 83.
