Flora Juliet Bowley (April 29, 1881 – December 30, 1966) was an American stage actress born in San Francisco. She was the daughter of Freeman Sparks Bowley (1846–1903) and Flora Ella Pepper Bowley (1846–1939). Her father served as a brief commander of the 30th U.S. Colored Infantry regiment during the Civil War, during which he was held as a prisoner of war, and later worked as a railroad engineer and authored multiple books on military subjects as well as a memoir. Her mother, known as "Mother Bowley," was a well-regarded maternal figure at San Francisco's Presidio. Among her siblings was U.S. Army general Albert Jesse Bowley Sr. Bowley completed her undergraduate education at Smith College, graduating in 1904.

Her stage career, though brief, included work in several productions across multiple cities. In 1905, she appeared in The Fortunes of the King and The Bachelor's Romance in Northampton, Massachusetts. The following year she performed in The Lion and the Mouse in both Chicago and New York. In 1907, she starred alongside Robert Edeson in Classmates on Broadway, her sole credited Broadway appearance. During her career, she was noted for a physical resemblance to actress Mary Mannering, though the two were not related despite rumors to the contrary.

In 1914, Bowley married Julius Theodore Charles Hoffman (1848–1935), with whom she had four children. By 1940, she was living in Palo Alto, California, with three of her sons. Bowley died on December 30, 1966, in Monterey, California, at the age of 85.
