Felicity Jane Dean was born on 24 January 1959 at St George's Hospital, Hyde Park Corner, London. She attended Hurst Lodge School in Sunningdale, England, where she won the De Valois Prize for Drama before beginning her professional career.
Dean's screen work began early, with a role as Lady Jane Grey in the 1977 feature film The Prince and the Pauper, appearing alongside Mark Lester, Oliver Reed, Raquel Welch, and Charlton Heston. That same year she appeared as Sara Seaford in the police drama The Professionals. In 1978, novelist Rebecca West personally selected Dean to portray Laura Bowen in a five-part BBC adaptation of The Birds Fall Down, produced by Jonathan Powell. Also in 1978, Cosmopolitan magazine named her one of ten women to watch that year, and she appeared in the comedy Son of Hitler opposite Bud Cort and Peter Cushing. Mike Leigh cast her as Caroline in his 1979 film Who's Who.
Her television work through the 1980s included the role of Guinevere in the BBC production The Legend of King Arthur in 1978 and Belinda Harlowe in The Far Pavilions opposite Ben Cross and Rupert Everett in 1984. She later appeared as Mrs Clay in Persuasion, directed by Roger Michell, and alongside Judi Dench and Ian Holm in The Last of the Blonde Bombshells in 2000. Her television credits across the 1990s and 2000s span a wide range of British productions, including Midsomer Murders, Kavanagh QC, New Tricks, Casualty, Wycliffe, Lovejoy, Hetty Wainthropp Investigates, Rosemary and Thyme, and Trial and Retribution. In 2007 she played Dido in Stuart: A Life Backwards and Elaine in the series Talk to Me. In 2017 she portrayed the aged Queen Elizabeth I in the docu-drama Elizabeth I, narrated by Susannah Lipscombe and Dan Jones. Dean appeared as Barbara Hopkins in an episode of the BBC soap opera Doctors in February 2022.
Dean's film career continued through the mid-1980s with several notable projects. In 1985 she played Dawn Meadows in Joseph Losey's Steaming, opposite Vanessa Redgrave, Sarah Miles, and Diana Dors, and appeared in Water, directed by Dick Clement, playing Sarah alongside Michael Caine, Billy Connolly, and Leonard Rossiter. Also in 1985, she played Betsy in Hugh Hudson's Revolution opposite Al Pacino and Donald Sutherland, a working relationship with Pacino that continued through his personal projects. In 1987 she played Cynthia Goodburn in The Whistle Blower, again opposite Michael Caine, alongside Nigel Havers. In 2011 she appeared as Jacqui in The Wedding Video, directed by Nigel Cole, opposite Harriet Walter, Rufus Hound, and Robert Webb.
On stage, Dean auditioned for the Royal Shakespeare Company in 1982 and originated the role of Annie in Good by C. P. Taylor. That production transferred to London's West End and subsequently to Broadway, marking her Broadway debut. Her RSC work also included Olivia in Twelfth Night for director Nancy Meckler and Bianca in The Taming of the Shrew directed by Jonathan Miller. Additional stage credits include An Honourable Trade at the Royal Court Theatre, directed by Mike Bradwell, and Julietta in Hyde Park and Caroline in The Churchill Play, both directed by Barry Kyle. In 1994 she played Imogen in Wicked Old Men at the West Yorkshire Playhouse under director Jude Kelly.
Dean played Fanny Wilton in Richard Eyre's 1996 production of John Gabriel Borkman at the National Theatre, opposite Paul Scofield, Eileen Atkins, and Vanessa Redgrave. In 1998 she took the role of Masha in Three Sisters at Birmingham Rep, directed by Bill Bryden, opposite Charles Dance, earning a nomination for the Critics Guild Award for Best Actress. In 2002 she appeared in The Coast of Utopia, directed by Trevor Nunn at the National Theatre. The following year, under Barry Kyle's direction at Shakespeare's Globe, she played Regan in King Lear. In 2007 she portrayed Dona Elvira in Don Juan, directed by Neil Bartlett at the Lyric Hammersmith. David Giles cast her in 2009 in two productions of plays by Charles Leipart: Underfoot in Showbusiness and Swimming at the Ritz, in which she played Pamela Harriman opposite Jos Vantyler. Following Giles's death in early 2010, Swimming at the Ritz was revived under the direction of Roland Jaquarello.
In September 2013, Jonathan Miller directed a Gala Performance of King Lear at the Old Vic in London, in which Dean played Goneril opposite Joss Ackland as King Lear, alongside Michael York, Tony Robinson, Greta Scacchi, Honeysuckle Weeks, John Nettles, Robert Young, Tony Britton, Shaun Dooley, Barrie Rutter, and Jos Vantyler. In 2014 she played the lead role of Carol Ann in The Long Road South alongside Michael Brandon, a play written by Paul Minx. In 2018 she portrayed Princess Margaret, Countess of Snowdon, at the Park Theatre in A Princess Undone.
