Colm Joseph Feore was born on August 22, 1958, in Boston, Massachusetts, to Dr. Dermot Feore and Elaine Taylor, both Irish. The family returned to Ireland shortly after his birth before emigrating to Canada, settling first in Ottawa in 1961 and later relocating to Windsor, Ontario. Feore completed his secondary education at Ridley College in St. Catharines, Ontario, and subsequently trained at the National Theatre School of Canada in Montreal, Quebec.

Feore built the foundation of his stage career at the Stratford Festival of Canada, North America's largest classical repertory theatre, where he spent seventeen seasons progressing from minor roles to leading parts. His Stratford credits span decades and include Romeo in Romeo and Juliet (1984), Iago in Othello (1987), King Richard III in Richard III (1988), Hamlet in Hamlet (1991), Cyrano in Cyrano de Bergerac (1994 and 2009), Henry Higgins in My Fair Lady (2002), Don Juan in Don Juan (2006), Fagin in Oliver! (2006), Macbeth in Macbeth (2009), and King Lear in King Lear (2014), among numerous other productions. He returned to Stratford in 2022 to play Richard III in Richard III and Harper in The Miser.

On Broadway, Feore appeared in 2005 as Cassius in a production of Julius Caesar that starred Denzel Washington as Brutus. Off-Broadway, he played Claudius opposite Liev Schreiber in a Public Theater production of Hamlet.

In Canada, Feore earned widespread recognition for portraying Prime Minister Pierre Trudeau in the CBC miniseries Trudeau (2002), a performance that earned him the Gemini Award for Best Performance by an Actor in a Leading Role in a Dramatic Program or Mini-Series. He also portrayed classical pianist Glenn Gould in the 1993 film Thirty Two Short Films About Glenn Gould and played English Canadian detective Martin Ward in the box-office hit Bon Cop, Bad Cop (2006) and its sequel Bon Cop, Bad Cop 2 (2017). His Canadian television work further includes a recurring role as a marketing executive imposter in the second season of Slings and Arrows.

Feore accumulated an extensive list of film and television credits internationally. His film roles include Dr. Malcolm Walsh in Face/Off (1997), Adm. Husband E. Kimmel in Pearl Harbor (2001), Martin Harrison in Chicago (2002), Olson in The Sum of All Fears (2002), Andre Linoge in Stephen King's Storm of the Century (1999), Lord Marshal Zhylaw in The Chronicles of Riddick (2004), the Los Angeles Police Chief James E. Davis in Changeling (2008), Laufey in Thor (2011), Donald Menken in The Amazing Spider-Man 2 (2014), and Wernher von Braun in For All Mankind (2019). On television, his roles include First Gentleman Henry Taylor on the seventh season of 24 (2009), Cardinal Della Rovere on The Borgias (2011–2013), Dr. Francis Dulmacher in Gotham (2014), General Ted Brockhart on House of Cards (2016–2017), Declan Gallard on 21 Thunder (2017), and Sir Reginald Hargreeves on The Umbrella Academy (2019–2024).

Among his honors, Feore received an honorary Doctor of Humanities degree from the University of Windsor in 2002 and an honorary Doctor of Letters degree from Wilfrid Laurier University in 2012. In 2013, the National Theatre School of Canada presented him with the Gascon-Thomas Award, given annually to an actor who makes an exceptional contribution to the growth of theatre. That same year, he was appointed an Officer of the Order of Canada for his contributions as a bilingual performer bridging Anglophone and Francophone cultures. In 2019, he received the Lifetime Artistic Achievement Award in Film from the Governor General's Performing Arts Awards. He won the Canadian Screen Award for Best Supporting Actor at the 9th Canadian Screen Awards in 2021 for the film Sugar Daddy. Feore is also a Prix Iris and Screen Actors Guild Award winner and a Genie Award nominee.

Feore has been married to choreographer and theatre director Donna Feore since 1994. He was previously married to actress Sidonie Boll, whom he met at the National Theatre School, from 1983 to 1994. He has three children: a son, Jack, with Boll, and a son, Thomas, and a daughter, Anna, with Donna Feore. Feore is fluent in French.
