Born and raised in Montreal, Quebec, Thuy is the daughter of Vietnamese refugees whose parents fled the Vietnam War by boat before eventually settling in Quebec. Her father worked as an engineer at IBM. Thuy speaks English, French, and Vietnamese fluently and received her formal acting training at the Stella Adler Studio of Acting in New York City.
Thuy first performed in Linda Vista at the Mark Taper Forum in Los Angeles in February 2019, where she co-starred in the production before reprising her role on Broadway later that year. Her additional theater work includes Pan Asian Repertory Theater's We Are, productions at the Harold Clurman Lab Theatre where she played Nina in The Seagull and Perdita in The Winter's Tale, and the role of Marie Louise-Yvette L'Amour in The Lady Was Gentleman with the Broads' Word Ensemble in Los Angeles. She has also participated in reading series with the Ma-Yi Lab Theatre, African American Playwrights Exchange, and Teesri Duniya Theatre.

She was promoted to series regular on the show in October 2020. Her other television appearances include Madam Secretary, Pretty Little Liars, and Matador. Beginning in 2021, she joined the cast of the CBS action-crime drama Magnum P.I., playing detective Lia Kaleo.
